Annual General Meeting

Big changes are in store for this event this year. It will be held in conjunction with the Modular Housing Association AGM/Conference which will be held on the following day to the MARS functions.

The MARS functions on the 19th November will include a suppliers showcase, open to all members to both exhibit and attend, with set-up beginning at 11:00 am in the Enoch Rooms A, B & C and the showcases beginning at 1:00 pm.

This will be followed by the AGM formal meeting at 4:00 pm in the Enoch Room D again open to all MARS members.

Upon completion of the AGM a joint reception will be held with the MHA at 5:00 pm in the River Creek Room. Dinner, for the MARS delegates, will follow at 6:30 pm in the Enoch A, B, and C Rooms.

A special guest speaker, Dana Benner, Managing Director & Head of Research, at AltaCorp Capital Inc., will address the size, make-up and forecast for workforce housing and logistics.

In addition a limited block of bedrooms has been set aside for MARS delegates and will be available until October 17, 2014. Please reference the MHA block of rooms when booking as the two have been placed under the Modular Housing Association group booking. Technical Committee Update

Specific Concerns/Member requests
Fire Alarm System Testing – The issue related to this topic, is about audible compliance now not being met in traditional dorms configurations. To this point, there was found to be a variety of approaches to actual testing and subsequent verifications. The technical committee has researched and tabled a best practice for measurement methods with Municipal affairs and is in receipt of return comments. These comments have been incorporated in the proposed “best practice” for the method of measurement. This is available, as is, to our members in our present format with the intention of this type of information being part of a best practice manual for our industry in the future.

Note: The initiative above was welcomed and endorsed by municipal affairs. The challenge would be the continuation of this approach on other issues.

Wireless alternative to upgrading of existing non-compliant fire alarm systems – This initiative is directly related to item above wherein existing unit design approaches to audible device locations were deemed non-compliant. The fact that they were existing units makes the retrofitting often a major undertaking. For this reason, a wireless approach as having been used in some other applications was tabled with Superior Codes acting for Municipality of Wood Buffalo for comment. Comment in detail was received back from Superior Codes with options on how to carry this option further. This information is available from our technical committee. This approach has possibilities but it would be done on a case by case basis and may require specific supplier submission to the Fire Marshall. Superior’s return comments are available to members as a “for your information” document.

Note: The wireless alternative submission as submitted by the MARS Technical committee was responded to in detail from Superior with open invitation for any follow up. This would set the stage for future other requests along these lines but again continuation of requests and feedback would need to continue to build/solidify this relationship.

‘We were in receipt of a concern of closers on exterior doors but this was withdrawn before any efforts put into the request. Request from committee for more specifics was made but no response to date.’

Part 10 Review – MARS has contracted outside expertise to provide an in depth review of our current Part 10 in the Alberta Building Code. Initial work to date is as follows:

Insight and questions answered at the 10,000 ft. level, to begin.
Follow up questions/discussions
We are in receipt of a 12 page comparison of Parts 3, 4, 5, 6, 7, 9 to Part 10
As of the last week of July, there has been a change of contractor staff that is currently being evaluated for any alternative actions/course by MARS.
Technical Committee – requirement of setting 2014 – 15 updates and working sessions on or before September 1, 2014.

Government Meetings

Roger Soucy met with B.C. MLA Greg Kyllo in Salmon Arm on August 1, 2014. The meeting focused on Part 10 and its possible usage in British Columbia. Mr. Kyllo is interested in the MARS Part 10 review and is willing to organize a meeting, with the minister responsible for the building codes, when appropriate to discuss the matter.
